Optima was made for the audience who want to gain information from extra sources other than government-approved literature. Although it was not anti-government propaganda, it was one of those that did not benefit the communist government. Optima might harm the reputation of the communist government; there was impossible for authority to approve this kind of translation.

Samizdat, as a way of protesting against the government or dissident activities. Just like Gutenberg printing, printed pieces of literature can be weaponized; the weapon to fight against the current authority and spread new ideas. In the time of the communist Soviet Union, people could only obtain information (or News) from a government official press. Samizdat could be a new source for people to gain information other than the communist government propaganda.
